Delaware Insurance Commissioner Trinidad Navarro this week approved a 25.0 percent rate increase for next year’s individual plans sold through the Affordable Care Act (ACA) health insurance marketplace. Highmark Blue Cross Blue Shield – the only remaining insurer offering plans in the Delaware exchange – originally filed for a 33.6 percent rate increase. Open enrollment begins on Wednesday, Nov. 1.

According to Navarro, approximately 27,000 Delawareans (or 3 percent of the state’s population) purchased insurance through the ACA exchange last year.
